Before you continue to support HSD zoning for the Edward Campus, at City Hall on October 16, 2007 at 7:00pm, here are some IMPORTANT things you MUST know…please read the email completely!
 
This issue started with supporting Health Services District zoning as proposed by City Staff in November 2006 and speaking out against any “exemption” that Edward is requesting.  By supporting the November 2006 proposed text amendment we supported the community, our neighborhood and our voice in the future.
 
On May 30, 2007 Edward issued a proposal to purchase homes to the City of Napervillenot to the residents that abut the property line.  After much time and effort, the residents confirmed prior to the June 5, 2007 council meeting that there would be (8) members of Council present for vote.  But more importantly, this vote was going to go to a tie!  A 4-4 tie would mean that the text amendment would die and that OCI zoning would remain in place for the ENTIRE Campus.
 
At this time, homeowners faced a tough choice; abandon the fight OR listen to what the proposal purchase homes offered the neighborhood. 
As you all know, the homeowners said IF THIS WILL PROTECT THE NEIGHBORHOOD, WRAP HSD ZONING ALL THE WAY AROUND THE CAMPUS AND GUARANTEE THE PUBLIC VOICE IN THE FUTURE - we will listen. 
 
Homeowners were advised not to comment on this new situation as it could be detrimental to the negotiations and the goal of obtaining HSD around the entire campus.
 
On August 21, 2007 Legal council for Edward presented a letter to the City stating that they would issue written offers to the (8) property owners.  The homeowners waited, and to this very day, NO dollar amount has ever been given by Edward. 
 
On October 3, 2007 the (8) homeowners all received a phone call from Jake Griffin of the Daily Herald asking their opinions as to how they felt about negotiations being terminated by Edward.  There were (8) surprised homeowners!  This was the first that they had heard about this newest development!
 
To make matters worse, on Thursday October 11, 2007 the (8) homeowners were presented with an overview of the NEW/REVISED proposed text amendment from City Staff.  This is where we are today. 
 
City Staff has created a new text amendment that INCLUDES the “South Addition”.  Again, to make clear this new proposal INCLUDES the “South Addition”.  The (8) homeowners, as well as other residents that have been following this issue, find this revision UNACCEPTABLE. 
 
All of us will not have a voice in the development, our property values will plummet even more that already have (remember, not just the (8) homes have suffered – the homes in our neighborhood have!) and the City still has no input as to the impacts of this development!  We all lose if this REVISED HSD passes - You, me, your neighbor and all the other residents throughout the City who will be facing a large development in their backyards. 
 
Provided below is the link to the City Council agenda packet for October 16; please read Agenda item J1!  See for yourself that all that the West Highlands Coalition has stood for has been upfront and honest and that we continue to fight for our neighborhood! 
 
Support the original HSD zoning proposal, come to City Council on October 16, 2007 at 7:00pm, wear yellow shirts, state your position to the City, write your Mayor and Council Members and know that the West Highlands Coalition was ALWAYS looking 1, 5, 10 years into the future and they stood up (and remain standing up) to protect our neighborhood.
